4.20.020 QUOTES AND INFORMAL BIDS

• For those purchases requiring a Quote or Informal Bid the department shall solicit this from at least three (3) responsible suppliers. Care must be exercised in obtaining these bids or quotes to ensure that they are made against a common standard. Copies of the informal bids or quotes shall accompany the purchase order request and shall be reviewed by the Purchasing Agent prior to approving the procurement action.

• As a potential means of ensuring the best value or available purchase price to the County, an acceptable alternative to soliciting three (3) separate Quotes or Bids directly is for departments to utilize purchasing cooperatives, as may be authorized by the Board of Supervisors through acceptance into purchasing cooperatives with qualified cooperative purchasing organizations. The list of Board approved purchasing cooperatives shall be maintained by the Purchasing Agent and may be updated from time to time, subject to Board approval.
